The spare route becomes an asset

Today's decision added no gas to LNG Canada.

But Phase 2 is now going to be built. The LNG Canada partners have taken final investment decision on the expansion. Once the new trains are operating, Kitimat's capacity is expected to rise from 14 to 28 million tonnes of LNG a year.

Yesterday, Phase 2 was a project the partners could still walk away from. Today, money is committed to it.

Western Canadian gas → LNG Canada ┄┄↗┄▷ Pacific route ┄┄▷ Asian LNG market

Hence the dashed line. The extra 14 mtpa does not exist as physical flow yet. No current dependency weakened today and no new cargo started moving. What appeared is a future route that now has capital behind it.

Kitimat is on Canada's Pacific coast. Canadian gas can leave from there for Asia without crossing the Gulf of Mexico, the Panama Canal or the Atlantic. Phase 2 therefore adds more than volume. It adds another way to reach the same large market.

The current trouble in the Gulf makes the value of that geography easier to see. WSB-0001 followed oil around one constraint and into another. This change works on a slower clock: the route is being prepared years before it may be needed.

Δ 01 — LNG Canada Phase 2

Previous state: Phase 2 pre-FID; construction not approved.
New state: FID taken; future capacity committed.
Capacity: 14 mtpa now → 28 mtpa with Phase 2.
Current flow: unchanged.
Future route substitutability: ↑
Horizon: early 2030s.

COMMITMENT ↑ · CURRENT FLOW → · FUTURE CAPACITY ↑

A Δ does not have to begin with a tanker at the jetty. Sometimes the thing that changes is the status of infrastructure that does not exist yet.

Steel comes later.

The EU may postpone its own rule

From January 2027, foreign oil and gas suppliers are due to face new EU methane-reporting requirements. The European Commission is considering pushing that date back to January 2028.

Two practical aims are colliding. The EU wants to squeeze methane emissions out of imported-fuel supply chains. It also has less room to discard suppliers while energy supply is tight. An extra condition for market access becomes awkward when alternatives are scarce.

tight supply → fewer substitutes → EU requirements § → possible delay ↘

Nothing has been postponed yet. Discussing the date is not the same as changing the rule.

DEVELOPING · EVIDENCE INSUFFICIENT

Germany may stop Cosco here

Germany reportedly intends to block Cosco's planned purchase of 80% of logistics company Zippel.

If that becomes a formal prohibition, Cosco will lose access to this particular inland container-logistics node and the network position attached to it. For now, there is reported intent, not a completed block.

COSCO ┄┄×┄┄▷ German inland logistics

Still dashed.

DEVELOPING

Yesterday's arrow does not count twice

Saudi crude is loading again at Yanbu. New Kpler estimates add physical evidence to the East–West Pipeline recovery.

Useful, but not a new Δ.

WSB-0001 already moved East–West from interrupted to recovering / partial. Today we can see the scale of that recovery better. The transition did not happen again.

EAST–WEST PIPELINE — RECOVERING / EVIDENCE ↑

Hormuz remains a material constraint. Gulf of Oman STS remains a bypass with limited capacity. Nvidia → China is still DEVELOPING: there is no verified purchasing flow.

This is what the Ledger is for: yesterday should not happen again every morning.

CHAIN OF THE DAY

WESTERN CANADIAN GAS → LIQUEFACTION → PACIFIC SHIPPING → ASIAN LNG MARKET

Count cargoes and today's FID adds zero. Count the time needed to create an alternative and it already matters.

An LNG train cannot be ordered on Monday and delivered on Friday. Financing, engineering and construction take years. By the time the spare route is urgently needed, starting to build it is too late.

Phase 2 moves that decision several years forward.

BOTTLENECK WATCH

HORMUZ — PERSISTENT. Higher throughput has not restored the old freedom of route choice.

GULF OF OMAN STS — PERSISTENT / CAPACITY-LIMITED. The bypass works, but it has a ceiling.

EAST–WEST PIPELINE — RECOVERING. New data strengthen yesterday's state; no fresh Δ.

EU METHANE IMPORT RULES — DEVELOPING. Supply pressure is pushing against the timetable for new requirements.

COSCO → ZIPPEL — DEVELOPING. A reported intention to block the deal is visible; no final decision yet.

NVIDIA → CHINA — DEVELOPING. No verified material purchasing flow yet.

NOISE CHECK

LNG Canada Phase 2 FID — STRUCTURAL CHANGE. Phase 2 moved from pre-FID to committed.

East–West recovery data — EVIDENCE UPDATE. The recovery is clearer; no new Δ.

Possible EU methane-rule delay — DEVELOPING / EVIDENCE INSUFFICIENT.

COSCO / Zippel — DEVELOPING / NO FINAL DECISION.

Oil-price movement — NO INDEPENDENT Δ.

Small gas turbines for AI data centres — NEW EVIDENCE OF AN EXISTING PROCESS. Grid queues and behind-the-meter generation are worth watching, but today's reporting does not establish a separate state transition.

1 CONFIRMED Δ.

The new route is not open.

But from today, it is being built.
