Implementation is not another delta

Most of today's useful information describes what earlier decisions are doing.

More Qatari LNG cargoes are crossing Hormuz despite continuing security risk. That strengthens the adaptation story recorded on 2 October; it does not restore the old navigation regime.

Japan says it plans no new release from national oil reserves after earlier drawdowns. This does not reverse the G7 decision. It shows that a collective 100 million barrel commitment sits on top of different national release histories.

Ukraine's Siemens Energy cooperation gained technical detail: five compressor units are under consideration for Naftogaz, while 12 gas-turbine units are being discussed for distributed generation. No value or delivery schedule is fixed. DEVELOPING remains the correct status.

A separate risk appeared in the North Sea. More than 160 Apache workers backed industrial action that Unite says could disrupt the Forties pipeline system. A credible threat to a conduit carrying a large share of UK oil and gas is worth tracking — but a strike mandate is not a pipeline shutdown.
